JOANNE S. GRAY joined Pringle Quinn Anzano, P.C. as Of Counsel in 2003. Ms. Gray has practiced environmental law for over fifteen years, developing extensive experience in assisting clients in compliance with complex state and federal water, hazardous waste and air pollution regulations. She also has extensive experience in the sale and purchase of properties and businesses, particularly with respect to environmental provisions.
Ms. Gray has been in the forefront of the push for voluntary clean-ups of contaminated properties in New Jersey, including those sites that qualify as Brownfields development projects. She was instrumental in obtaining environmental permits for major redevelopment sites such as the Jersey Gardens Mall, Elizabeth, and the Mercer County Arena in Trenton. As part of her efforts to foster Brownfields development, Ms. Gray has helped to obtain numerous governmental approvals allowing the beneficial reuse of materials, such as dredge spoils, contaminated soils and other recyclable materials.
Ms. Gray also has extensive experience in complex commercial litigation, particularly in the defense of suits brought by environmental groups and government agencies. She has contributed to a law treatise on New Jersey environmental law; has served as a member of the New Jersey Department of Environmental Protection’s workshop developing guidelines for recouping the economic benefits received by entities that have violated the Water Pollution Control Act; and has served as the Chair of the South Coast Sub-watershed Planning Group.
